I'm not sure if it's the same in Australia, but from our experiences here, you're right that agents are very restrictive with information in order to make sure the people come to them when looking for a house. But, often the lack of pictures is simply because of technophobia, or technical inability.
The problem is, that ultimately the consumer suffers for that.
